Provincial Nominee Program

Canada’s thirteen provinces and territories have their own Provincial Nominee Program laws and policies. Since each province has a different population and economy, its immigration program is tailored to the economic and demographic needs of the province.

Quebec has its own provincial and territorial immigration policy and immigration program. Each province has different populations and economies, and each province is allowed to develop their own immigration policy to its economic, demographic and economic needs.

Each province, with the exception of Quebec, operates several PNP streams, and each province has designed their stream to help achieve its unique immigration goals.

Canadian provinces cannot grant permanent residency status on their own, and the federal government approves the decision to stay permanently in Canada.

PNPs are a popular option because they can be the quickest way to permanently live in Canada. Eligibility criteria and application procedures vary, but all provinces (except Quebec) operate multiple PNP streams.

This means that securing a provincial nomination is always a step in a one- or two-part process. Successful applicants are nominated by the Province to apply for permanent residence in the Territory.

For this reason, the provincial nomination program is considered an alternative to the federal government’s permanent residency program for provinces and territories.

The Provincial Nominee program requirements and application procedures vary widely from province to province.

What is a Passive PNP Stream

Passive Express Entry streams allow provincial authorities to search the Express Entry pool for candidates who meet specified criteria. These streams are passive because candidates cannot submit an Expression of Interest (EOI) or apply to them directly.

Manitoba Provincial Nominee Program

The province of Manitoba, which lies between the provinces of Ontario and Saskatchewan, is in many ways the gateway to western Canada. With an economy based largely on natural resources and agriculture, Manitoba is a major driver of Canada’s prosperity as a province.

Manitobans benefit from the tight communities of the province’s many small towns and rural areas. The capital, Winnipeg, is home to the largest population in Canada and the second largest city in the country after Toronto.

This Manitoba Provincial Nominee program enables those whose skills and experience are sought by the province to obtain a Manitoba Provincial Nomination Certificate.

The Qualified Workers category runs as follows:

Qualified candidates answer a series of questions online but do not upload documents before submitting their profile to a pool of election observation centers.

If you are one of the candidates with the highest scores, you will be invited to submit your application to the MPNP. You will receive a score based on the answers you have given and your profile will be added to the pool of other suitable candidates.

Your MPNP will then be classified according to several factors and you will be eligible for selection as a candidate.

There are a number of expressions of interest that candidates can submit to the Manitoba Provincial Nomination Program (MPNP). There are currently four areas where the MPNP system of expression of interest works:

  • migration flows of skilled workers
  • labour markets
  • employment opportunities
  • economic development
  • education

Manitoba Provincial Nominee Program

The Manitoba Skilled Labor Program is aimed at foreigners who already have work experience in Manitoba and have worked in the province at the time of application.

The Manitoba Experience Pathway is a stream of professionals from the Manitoba category. It is highly competitive and is only for candidates with the most competitive profiles.

Manitoba skilled worker is the steam stream targeted at foreigners who already have work experience in Manitoba, and who have worked in Manitoba for at least a year prior to applying and up to three years in Canada.

The Employer Direct Recruitment Pathway is a stream for Manitoba-based professionals that is scheduled to begin accepting applications in 2021. This stream is open to applicants who attend job interviews with MPNP employers across Canada. Applicants who successfully receive a job offer after a recruitment session are invited to apply to this stream.

Ontario Provincial Nominee Program

Ontario’s diverse landscape ranges from the rocky, mineral-rich Canadian shield to the more than 250,000 lakes that make up one-fifth of the world’s freshwater reserves. In addition, about 60% of the area is classified as forested, which is the second largest forest in the world.

Multiculturalism is highly celebrated in Ontario, and Toronto is considered the most multicultural city in the world. In fact, hundreds of languages and dialects are spoken here, including several Algonquin – Iroquois Aborigines.

The Ontario Immigrant Nominee Program (OINP) supports employers by facilitating the recruitment of international students needed to meet their staffing needs.

OINP is operated by the Province of Ontario and is managed by the Office of the Minister of Immigration, Refugees and Citizenship of Ontario and the Department of Education and Skills Development.

Candidates go through a two-stage process: they have to submit an application for nomination to the state government and then to the federal government for nomination for permanent residence.

In addition, each category is divided into several streams, with a maximum number of applicants per category and a minimum period of time in the program.

Ontario Provincial Nominee Program Streams

The OINP accepts applications under the following immigration categories:

  • Human Capital Category
  • Employer Job Offer Category
  • Business Category

Human Capital Category Ontario Provincial Nominee Program

The human capital category consists of five flows, divided into two categories: Ontario Express Entry Flow and International Graduate Flow. These streams enable OINP to nominate individuals who are eligible to join the Federal Express Entry Pool and who have the ability to integrate into Ontario’s labor market and community.

The OINP Express entries in the Human Capital category and the international graduate stream have been successfully established and are coordinated by the OINP Express Entry Streams with support from the Ontario Department of Employment and Labor Development.

These streams enable Ontario to nominate candidates who are destined to succeed and integrate into Ontario’s labor market and community.

Ontario’s two International Graduate Streams are aimed at international students who have recently completed a Master’s or PhD at a qualified Ontario university. Both streams target individuals with a master’s degree from the University of Ontario and those with a bachelor’s or doctorate from an international university.

Employer Job Offer Category

The Employer Job Offer Stream offers foreign workers the opportunity to work and settle in Ontario as permanent residents. The Employer Job Offer Stream helps recruit and retain more than 100,000 foreign employees in Ontario each year by helping them find employment.

Ontario Provincial Nominee Processing Time

The processing time for the Ontario Provincial Nominee Program is six months.

Ontario Provincial Nominee Program for international students

A person who has recently completed a degree or diploma program at a Canadian university or college may apply for the International Student Category of the Ontario Provincial Nominee Program.

Once nominated, applicants can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent resident status.

The Ontario International Student category is not aligned with the federal Express Entry system. All permanent residence applications made within the framework of the current nomination will be processed exclusively outside of the Express Entry system.

British Columbia BC Provincial Nominee Program

There are a number of Provincial Nominee Program applications that can be made without a job offer. Ontario and Manitoba all have provincial nominee programs that can be applied to without securing a formal job offer.

Provincial Nominee Program Forum

BC Provincial Nominee Program is divided into the following categories:

Skilled Worker Category

This category is aimed at people who have received a qualified offer and employees are expected to have at least two years of experience in the public sector or at least three years in the public sector.

Medical Migration

BC is actively seeking Medical personnel including individuals with experience and eligible job offers as Doctors, Surgeons, Physicians, Nurses and Mental Health Nurses.

A qualified offer must have been obtained for one of the eleven qualified health professions. This category is open to people with at least two years of experience in the public sector and employees must be qualified for this position.

International Graduate Category

For individuals who have graduated from an Canadian university in the last three years. A job offer must be obtained from a BC employer to be eligible under this sub-category.

International Post-Graduate Category

For graduates with Masters or Doctoral degrees from an educational institution in BC specifically in the natural, applied, or health sciences programs of study. No job offer is required.

Entry Level and Semi-Skilled Worker Category

Workers in semi-skilled positions in tourism/hospitality or long-haul trucking, or those in entry-level or semi-skilled positions living and working British Columbia, may be eligible for immigration through this program.

No job offer is required to apply for this subcategory, but access to – partially qualified – jobs living and working in the Northeast Development Region of British Columbia may be eligible for the immigration program.

Provincial Nominee Program Without Job Offer

There are a number of Provincial Nominee Program applications that can be made without a job offer. Ontario and Manitoba all have provincial nominee programs that can be applied to without securing a formal job offer.
